Power Outages Affecting the Morris Library
Preparation:
- Staff in all work units should be familiar with the University of Delaware
Library procedures for Emergency Evacuation of the Morris Library and the
procedures for power outages.
- Each work unit should have an adequate supply of flashlights and fresh batteries
to assist staff in evacuating the building safely in the event of a power
outage. In addition, work units should have lanterns to provide ambient light
in the event that emergency lighting is not operating.
Emergency Lights:
The emergency lighting system consists of selected building lights that are
powered by an automatic emergency generator. Exit signs and stairwells should
be lit if this system is functioning. If the emergency lighting system is working,
staff may stay in the building for up to one hour during a power outage. If
it is not working, it is necessary to evacuate the building in a safe and orderly
fashion.
(Note: There are also about 35 battery powered emergency lighting units with
twin spotlights that work independently of the emergency generator during a
power outage. These are placed throughout the building to assist with evacuation
and provide some light in the event that the lighting powered by the emergency
generator is not working. The battery powered lights are not considered sufficient
to permit continued occupation of the building.)
Procedures to follow if lighting powered by the emergency generator IS WORKING
PROPERLY:
- If the exit signs and lights in stairways are lit, the emergency generator
is working. This means it is permissible for library users and staff to remain
in the building for up to one hour.
- Distribute flashlights and set up lanterns at key locations.
- In the event of a medical emergency dial 911. The Library has two Semi-Automatic
External Defibrillators (AEDs) for use by trained library staff or users to
assist someone who has experienced cardiac arrest. One AED is located on the
first floor next to the elevator adjacent to the hallway leading to the Reserve
Room. A second AED is located on the Lower Level next to the elevator near
Microforms & Copy Services.
- Circulation will contact Public Safety by calling 911 to let them know about
the power outage.
- Library service desks should cease providing regular service related to
using equipment and borrowing of material. Staff may remain at service desks
to answer questions from library users about the power outage.
- Department Heads or their designees should meet in the hallway adjacent
to the staff room to share or obtain information about the power outage. The
department head or designee can then return to his or her department to share
information, checking back at the meeting place at an agreed upon time for
further updates. Library staff need to consult with their supervisors for
directions and information about the duration of the power outage. On weekdays
after 5 p.m. and on weekends, the staff member in charge of each work unit
that is staffed should go to the Circulation Desk to share or obtain information
about the power outage, checking back at an agreed upon time for further updates.
- After one hour the Library Administration, in consultation with Public Safety,
will give directions to the staff to evacuate the building following the Procedure
for Emergency Evacuation of the Morris Library.
Procedures to follow if lighting powered by the emergency generator IS NOT
WORKING:

should immediately evacuate the building.
