Redlining in Philadelphia
Maps of Philadelphia from the Home Owners’ Loan Corporation (HOLC), created during the Depression to help homeowners avoid foreclosure. HOLC created residential security maps to indicate the level of security for real estate investments. These maps graded neighborhoods from first to fourth grade and colored fourth grade areas—considered “hazardous”—red.
